Emigration clearance is a mandatory requirement for Indian citizens holding ECR (Emigration Check Required) passports who are travelling to certain countries for employment purposes. The Emigration Act, 1983 and the rules framed under it regulate the emigration of Indian workers for overseas employment. The Protector General of Emigrants (PGE) under the Ministry of External Affairs is the authority responsible for protecting the interests of Indian workers going abroad.

Emigration clearance is required for ECR passport holders travelling to the following countries for employment: United Arab Emirates, Saudi Arabia, Qatar, Oman, Kuwait, Bahrain, Malaysia, Libya, Jordan, Yemen, Sudan, Afghanistan, Indonesia, Syria, Lebanon, Thailand, and Iraq.
